New Rules For 2019
· Drop Ball Procedure
o The ball is dropped for the defending team goalkeeper in their penalty area if, when play is stopped the ball is in the penalty area or last touch of the ball was in the penalty area.
o In all other cases, the referee drops the ball for one player of the team that last touched the ball at the position where it last touched a player, outside agent or match official.
o All other players (of both teams) must be 4.5 yards from the ball until it is in play.
· Goal Kick
o The ball is in play when it is kicked and clearly moves. 2018 rules was when it leaves the penalty area.
· Card Coaches
o Coaches can now receive yellow and red cards. If an office is committed and the offender cannot be identified the senior team coach present will receive the sanction. Typically the coach should receive a warning first but repeated or blatant offences should result in a caution or sending off.
· Coin Toss
o The team winning the coin toss can now choose which goal to attach or to take the kick off. If the team chooses to kick off the other team will choose which goal to attack in the first half.
· Ball Hits Match Official
o If the ball touches a match official , remains on the field of play and
§ A team starts a promising attack or
§ The ball goes directly into the goal or
§ The team in possession of the ball changes.
o In all three cases play will start with a drop ball.
AYSO PDI Rules
HEADING THE BALL
-Heading is banned for all division players 12U and below and below in both practices and matches.
-Heading for players in 14U is limited to a maximum of thirty (30) minutes per week with no more than 15-20 headers, per player. There is no restriction on heading in matches.
An indirect free kick will be awarded to the opposing team if a player in division 12U or younger, deliberately touches the ball with his/her head during a match.
-The indirect free kick is to be taken from the place where the player touched the ball with his/her head.
-An indirect free kick awarded to the attacking team inside the opposing team’s goal area, must be taken on the goal area line at the point nearest to where the player touched the ball with his/her head.
Neither cautions nor send-offs shall be issued for persistent infringement or denying an obvious goal scoring opportunity related to the heading infractions.
GOALKEEPER PUNTS
For 10U, the goalkeeper shall not punt or drop kick the ball.
-An indirect kick will be awarded to the opposing team at the spot of the offense if a goalkeeper for 10U deliberately punts the ball during a match.
- An indirect free kick awarded to the attacking team inside the opposing team’s goal area must be taken on the goal area line at the point nearest to where the goalkeeper punted the ball.
BUILD-OUT LINE (10U)
The build-out line shall be placed across the field equal distant between the top of the penalty area and the halfway line.
-The opposing team must move behind the build-out line for a goal kick or when the goalkeeper has possession in their hands. The goalkeeper may play the ball to either side of the BOL.
-For a goalkeeper possession opponents may cross the BOL once the ball is released from the goalkeeper’s hands.
-If the opponents cross the BOL before the release be vocally proactive to manage the players if that doesn’t work restart with a drop ball.
-For a goal kick, opponents may cross the BOL once the ball is in play. (touched and clearly moved)
-If the opponents cross the BOL before the ball is in play be vocally proactive to manage the players if that doesn’t work the goal kick is retaken.
-The build-out line shall be used as the line to determine offside. Players cannot be penalized for an offside offense between the halfway line and the build-out line
